Lugia was the Legendary mascot for Silver Version and lives under the sea. Apparently, it doesn't flap it's wings, or else a 30-day storm comes. Lugia is one of few Psychic-Flying type Pokemon.

Attack Description
Lugia rises into the air, then fires a tornado down onto the ground, slowly moving left or right. The tornado has powerful suction and will suck up anyone too close, swirl them around, then shoot them out.
