Cutman is one of the original Robot Masters, originally built by Dr. Light, but was stolen by Dr. Wily and reprogrammed for his evil deeds. Originally intended for the forestry industry, Cutman can wield his blade with skill and vigor, and possesses a great jumping ability, including wall jumps. In MegaMan for the NES, Cutman is usually the first boss players choose, and as such is an iconic figure in MegaMan history. Physically, he is weak, but makes up for it with his extraordinary jumping skills and razor-sharp ceramic titan (heavy-duty metal) cutter blades, which can be thrown like a boomerang. His home stage in MegaMan is Cutman's Stage, obviously. The stage in Powered Up! is a forest-themed renewal of the original stage, tying in with Cutman's original purpose of a tree-cutting robot.

Attack Details
Standard Special:
Rolling Cutter (10%-15%) |
Cutman removes the cutter blade from his head and chucks it in an arc pattern that goes a small ways (4 Kirby widths) before returning to him. It can pierce through walls, items, and battlers, dealing moderate knockback. The blade does equal damage both going and coming back, acting similary to Link's boomering, only more powerful (but with shorter range). Cutman can move around freely while using this attack, (use in midair, while running, etc.) as the cutter will always return to him. It can only be used once at a time, only to be used again when the cutter returns to Cutman. |
Side Special:
Sonic Cutter (5%-7%) |
Cutman grabs the cutter on his head, then quickly slings it ahead of him like a frisbee, moving at twice the speed and distance as the Rolling Cutter, but at the cost of half damage with poor knockback, but it can still penetrate walls. It is useful for interrupting other battlers, as Cutman performs this move very quickly. However, unlike the Rolling Cutter, Cutman must remain stationary for the attack. The blade returns to him after is goes its maximum distance, dealing damage on both trips to and back. |
Up Special:
Tornado Cutter (1%-3%) |
Cutman grabs the cutter blade with both hands, then holds it like a helicopter rotor, spinning it and letting him float and hover around for roughly 3 seconds. This move is similar to Snake's Cypher Lift move, but is more manueverable at the cost of being a little slower. The move also deals slight damage if any battlers touch the blades, but its main purpose is recovering from falls or knockback. |
Down Special:
Sweeping Cutter (5%) |
Cutman grabs ahold of the cutter blades on his head and begins to twirl it near the ground, damaging all near him on his left or right side. For as long as the Down + Special combo is held Cutman will continue to do this, until the buttons are either let go or Cutman is hurt by some means. Useful for whenever he's boxed in by opponents to give himself some breathing room. Of course, he is vulnerable above while doing this. |
Final Smash
Mega Cutter (25%-35%) |
Cutman removes the blade from his head and holds it above while shouting "Mega Cutter!" The blade quadruples in size and begins spinning wildly and hovering around the stage, damaging and decimating all those in its path while Cutman stands in the background, out of harm's way. In effect, it's similar to Pikachu's Final Smash, Volt Tackle, as the blade can be controlled (albeit with difficulty) and becomes roughly the same size as the Volt Tackle (about three Kirbys wide). After 15 seconds, the blade shrinks to normal size and returns to Cutman, who jumps back onto the stage, ready for battle. |
